Abandoning a Fortress - Are Dwarfs Persistent

I feel like I know the answer to this question, but I'm not entirely sure. So, when a fortress is abandoned, will the dwarfs that inhabit said fortress become available as migrants in newer forts? Thanks in advance.

I remember I was visiting an abandoned fortress in adventure mode a while back and all my old dwarves slowly started showing back up.
