That's about it, really. Although, does peace everywhere mean I won't get necromancers?

Peace means you have as much time as you please to prepare for the HFS without being harassed.

And if the humans and elves are still alive, it should still be possible to piss them off.

Better than the twilight age... lol   It means the same thing, except that civs are slowly dying. It'd be a good world to build large-scale fortresses in, but not much good if you want excitement.

Once you've built the Fortress to end said golden age.
