Brewers not using wood barrels?

I've tried setting up a new fort under .02, and I can't seem to get my dwarves to use wooden barrels at the still.  I have empty barrels in the stockpile, I order up Brew Drink at the still, I see the brewer take a plump helmet to the still, but after a short while I get the message "Urist McAnheuser-Busch Cancels Brew Drink - Needs Empty Barrel".

I noticed this problem under .01 too but didn't try and track it down.  Anyone else having this problem?

I experienced the same problem on two occasions and in my case it was:
a) the stockpile was not actually accessible because I added a lever control to the door and then forgot about it.
b) probably a pathfinding problem, after creating a stockpile exclusively for barrels and large pots right next to the still it started to work

Edit: I could also think of c) the barrels are already designated to be filled with other stuff, like seed bags

Inspect the barrels.  Make sure they are really empty.
