God rulers

I had started out a new adventurer, and traveled to a capital to recruit some men for the glory of armoc. After a short detour to end the life of a imprisoned monkey fiend i had found in legends (beware his deadly spittle!) I walked in on a the "high fountin" (a priest I guess) conversing with Shin Sin Suggi, the god of silence and water. I spoke to him and he told me he know why I had come. When I asked him for a job, he put me in my place (BEGON!!!!!111). He told me he was a lawgiver. When I examined him, he was statue of humans. Did he rule the civ? Cus I think in a previose game I killed the vampire lawgiver. Has anyone else witnessed this?
