Consistently Terrible Migrants?

I'm on my third wave of migrants, bringing me to 43 total. The highest skill any of them has started with, including military and social? Adequate. Most are novice. Of them, 7 have only fishing skills. This is much worse than the Legendary Cheesemaker migrants of previous versions. Has anyone else been having this problem? Is my civilization just terrible?

A little over 150 years, I think. I figured out the problem though. Set the civilization number to very low in a Medium world, so the population exploded. A lot of them are fairly young.
