2 questions.

1) I had my first siege ever a couple of days ago. Nothing exciting, it was only 1 group of 16 goblins, they had no building destroyers or ranged weapons, and they were completely locked out by my curtain wall. But hey, why turn down easily-caged training fodder for the militia? So I built a little maze, invited the goblins to enter, and then walled them up inside it. I set up a long string of cage traps for when they eventually tried to exit the map, and then I ignored them as they sat there, trapped, for months & months.
No spring migrants.
No elf caravan.
No summer migrants.
No human caravan.
Does an active *SIEGE* really block all outside traffic from approaching, even when the enemy is (almost) completely neutralized? If so, why isn't it mentioned in the wiki?

2) On the 4th of Timber 254, I got a migrant wave that included a couple of children. As I like to know how long it'll be before I can put them to work, I check their Thoughts & Preferences.

1. As long as the SIEGE indicator shows in the corners, no friendly creatures will come from off-map. However, caging the siegers should have resulted in the siege ending. Actually, rereading it implies that you didn't cage them but just sealed them up, so that explains that.

2. That's probably a bug. It takes 12 years for a dwarf to mature.

Ah, but it only takes 12 months for a dwarf to grow from baby to child. I think. :)

I think you both missed the issue there.
2) On the 4th of Timber 254, I got a migrant wave that included a couple of children. As I like to know how long it'll be before I can put them to work, I check their Thoughts & Preferences.

A siege came for me just as the elven caravan arrived and I deconstructed the trade depot to make space for ballistas, so the elves just kind of wandered off and got eaten down in the caves or something.

Odd, because when I sealed the surviving goblins underneath my bridge from a recent siege, the siege tag still remained. Maybe it disappears when they start fleeing?

Also, where is Sarah Connor?
